- Minimum contribution: The baseline for individual eligibility is US$ 90,000. For families (up to four persons), the required contribution is US$ 95,000, with additional fees for extra dependents.
- Legal framework: The program is enacted through Decree-Law 07/2025 and supervised by the newly formed Citizenship by Investment and Donation Unit (UCID) under the Ministry of Justice. All legal requirements, eligibility criteria, and oversight mechanisms, including transparency and safety, are defined in the regulation.
- Transparency and accountability: Prime Minister Américo Ramos emphasized that the program is built with safeguards to ensure it is transparent and secure. Measures include mandatory reporting to the National Assembly and the Public Prosecutor’s Office. Sanctions for non-compliance are also included in the regulation.
- Use of funds: Proceeds from investment or donation will support the National Transformation Fund (FNT), a government effort to channel resources into priority sectors such as energy, health, tourism, infrastructure, education, housing, and industrial development.
