The EB5 program was created by THE UNITED STATES EB5 VISA PROCESS congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors. In return the investor becomes a lawful permanent resident in the United States.

EB-5 lets qualified foreign investors (and their spouse and unmarried children under 21) apply for lawful permanent residence if they invest in a U.S. commercial enterprise and create or preserve 10 full-time jobs for qualified U.S. workers. (USCIS)
For petitions filed on or after Mar 15, 2022, the minimum is $1,050,000, or $800,000 if the project is in a Targeted Employment Area (TEA) or is an infrastructure project. Investment thresholds are tied to inflation and next adjust for filings on/after Jan 1, 2027. (USCIS)
Direct (standalone) investors must show the enterprise directly creates the 10 full-time jobs (enterprise is the employer). Regional center investors may count indirect jobs modeled by reasonable economic methods; for post-RIA filings, up to 90% of the job requirement may be indirect. Yes. Each fiscal year, EB-5 visas include set-asides for: 20% Rural, 10% High-Unemployment, and 2% Infrastructure projects. Unused set-asides carry over one fiscal year, then flow into unreserved numbers. Visa movement still follows the Visa Bulletin. (USCIS)
